Hoe d I get a biological dad to release parental rights in pennsylvania?

My daughters biological dad has only seen hr once for 15 minutes. Never came to the hospital or anything. I had to take him to court for support in order to get food stamps and health insurance after I had her. I ONLY STAYED ON ASSISTANCE FOR YEAR, UNTIL I FINISHED MY NURSING DEGREE, which was extremely embarrassing to me. I hae always been self sufficient. He then requested an dna test in order to deny her, so he would not have to pay back the states money. I told him at the DNA test, that if he would sign over his parental rights, I would never ask him for a dime. I never did. he agreed and told me to bring the papers to the court house when we had to go back fro the dna results. The results proved that she belonged to him(of course). he however never showed up for the results, and now He has parental rights i think, because he is the biological father. He has only seen her once for 15 minutes, and has NEVER made an attempt to see her. He has also NEVER given her nor I anything money wise or anything else. I am engaged to be married to the most wonderful man who I have been dating since she was 18 months old. We now have a son together as well. We all have the same last name, but my future "husband" wants my daughter to be his legal child as well. I do to. She is 9 years old and does not know any other "daddy", and I wold not have it any other way. I'm not sure how to go about getting her bio-dad to relinquish rights, how much is costs(we live paycheck to paycheck),and how to legally change her name to my future husbands name so we can finally all have the same last name, after we get married. THanks in advance for your advice, help, and consideration of this question. to all the haters out there, I know I should have not has sex out of wedlock, but I did and now I have a mess on my hands. I take full responsibility for my actions!
